On Wednesday, the first session of the 112th Congress will commence, at which point Republicans will take control of the House. To prepare for this new responsibility, G.O.P. leaders appear to have made several New Year's resolutions. Politics aside, the proposal of specific objectives is a far more pragmatic approach to governance than the Republicans' earlier suggestion of "have slumber parties."
